This is a skin, which will enable you to change the background of your contact list by simply editing a single PNG image file.

The image file you need to edit is

CLSampleSkinPackage\Skins\CLSample\Images\ContactList\CL-bg.png
After you installed the package, you will need to edit the named file and set the skin in the options and your contact list's background will be changed.
